The Wisconsin Public Service Commission

is a state regulatory agency for energy, telecommunications, gas, and water public utilities.  WPSC is made up of three full-time commissioners appointed by the Governor and confirmed by the Wisconsin Senate.  The Cardinal-Hickory Creek line cannot be built without the approval of Wisconsin’s PSC.
